A focused portfolio of prime residential schemes delivered directly — and a development management service for third-party developers. Twenty years of construction engineering on the inside gives Tier 1 Development a different lens on feasibility, planning and delivery.
Tier 1 Development runs its own schemes and takes on development-management engagements for other developers — client-side direction from someone who has also engineered, built and priced the thing being managed.
End-to-end client-side direction across site acquisition, design, planning, procurement and delivery. Retained monthly or fixed-fee per stage.
Pre-application strategy, planning documentation, heritage and conservation-area engagement. Planning treated as a construction problem, not a paperwork one.
Assembling and running multi-disciplinary consultant teams — architect, structural, planning, heritage, daylight, acoustic, geotech, traffic — to a commercially coherent design.
Pre-acquisition feasibility: planning potential, buildability, programme, cost envelope, residual land value. Go / no-go intelligence before you bid.
The portfolio isn't a marketing device — these are schemes Tier 1 has acquired, designed, consented and (in one case) sold. The same hand is on every step.
Former garage site adjacent to 51 Cathcart Road. Full consultant team assembled, multiple pre-application rounds with RBKC navigating heritage, daylight, privacy and basement-policy constraints. Full planning application submitted September 2025 — determination imminent.
A multi-residential luxury development stepping down a steep hillside above Lake Wakatipu — five villas, NZD $30m. Led concept design, design management and planning strategy through to a successful consent, then exited by selling the consented scheme. A complete development cycle in miniature.
Tier 1 Development is directed by Rob Palmer — a Civil Engineer (BE Hons, University of Queensland) with a dual qualification in Finance (B.Com). Twenty years of construction delivery precede the development practice: tier-1 main-contracting in London with Multiplex, specialist construction engineering in Dubai with Robert Bird Group and M-Tech Jump Forms, and general management of a circular-economy steel business with EMR in London.
That background is the point. Most development managers arrive from a planning, agency or finance route. Tier 1 arrives from the site. Feasibility numbers tested against constructability. Planning strategies grounded in what will actually get built. Consultant coordination led by someone who has worked on the other side of every consultant's deliverable.
