A developer who
has engineered, built
and priced it too.

Tier 1 Development is directed by Rob Palmer — a Civil Engineer (BE Hons, University of Queensland) with a dual qualification in Finance (B.Com). Twenty years of construction delivery precede the development practice: tier-1 main-contracting in London with Multiplex, specialist construction engineering in Dubai with Robert Bird Group and M-Tech Jump Forms, and general management of a circular-economy steel business with EMR in London.

That background is the point. Most development managers arrive from a planning, agency or finance route. Tier 1 arrives from the site. Feasibility numbers tested against constructability. Planning strategies grounded in what will actually get built. Consultant coordination led by someone who has worked on the other side of every consultant's deliverable.
