Tier 1 Group was founded by Rob Palmer — a Civil Engineer (BE Hons, University of Queensland) with 20+ years in construction engineering and pre-construction delivery. The career runs Brisbane → Dubai → London and back, across landmark programmes up to $3bn with Robert Bird Group, Multiplex, M-Tech Jump Forms, PCS and EMR.
The group is the continuation of that arc. An engineering studio and a development practice — each informed by the other, working across Australia, the UK and the Gulf. Same discipline, two outputs.
